Atlanta once had a great work party making sound panels. We built 2x2 frames in sizes that fit between the windows in the church hall; (warning, larger than 4' x 8' will be hard to carry); then we covered the back with chicken wire, laid in insulation batting (same as for your house, paper side near the wall) and covered the front with fabric that looked nice (burlap in our case). 8 people, $100, all day job, Fried Chicken later, lots of laughter and work. One of the most fun days I have ever had. Very effective solution.
