I taught a beginners workshop in Burlington, VT.  I believe it was 15 
minutes, and it went quicker than I expected.  Here is a rough 
approximation of what I covered:
-Who is: Partners, neighbors
-Who is: ones/twos (and orientation in the hall)
-Progression (via walking them through a circle, star, circle, pass 
through)
-Basic swing
-Ask experienced dancers to dance, HAVE FUN
I think I snuck in something about giving weight (by demonstrating an 
allemande).
