Perhaps religious institutions are exempt in your state (though not in New Hampshire, where the Star Island center (Unitarian Universalist) was shut down for a month and lost an estimated $1 million in revenue until fire safety upgrades were completed to the satisfaction of the Rye, NH fire chief).
