An interesting source for dance choreography! It is a version of
dip and dive though, where in outsides turn back individually (away)
from their partners and connect their other hands as arching over to
start back. This way of "dive and dipping" would fit in the trad SD
dip and dive quadrille usually done to Redwing.
Your moving arches is sometimes done as part of a grand march.
