You're probably thinking of "Turn Everyone!" by Al Olson, with a
revised A1 of neighbor balance and swing.
"Them" by Bill Sudkamp also fits the bill.
There's also "Gettin' Jiggy With It" by Luke Donforth, though that's
a
bit ... different.
