The Hat/Fan/TeddyBear dance might work for the smalls, as long as there are
enough adults participating (and not shooting videos with their mobiles).

We’re talking like down to two years old, hopefully with parents. With
any luck parents will hold the younger ones and mom and dad, dad and dad,
mom and mom will dance together. But does anyone have any ideas for if the
parents don’t engage in the dancing but just want to take pictures of their
darlings? It’s for a library program, about 30 minutes.
Thanks for any thoughts you might have.

When you stumble, make it part of the dance.
