All of the following allow display dots you to edit (including multiple tunes). All allow you to create a pdf of the dots. All offer some sort of MIDI playback of the tunes. Tunes can be entered by cutting a pasting the text of a tune 

Web based
Easy to start with , very flexible and sophisticated. Some features could be more obvious (e.g., right click on dots to play the tune)
Allows playback of sections of a tune. Best for detailed control of the formatting of the dots


Links to another site to play tunes. 
Makes it pretty easy to create tune books with tables of contents and indices and to add tab for a number of different instruments. Little control of the format of the sheet music


Most computer systems
EasyABC
Easy to use, and in the lower left it will offer you hints while you are editing.  Free and open source

iOS (and iPadOS)
The Craic.  You can carry large libraries with you without need for an internet connection. Easiest search of the web for tunes in abc format (search and it shows tunes currently in your library and then below tunes from around the web which you can look at, play and save to your library).  Now offers "collections" which can be setlist.  If you play from the music, it offers a very useful option.  If you tap on the display of the dots all the controls go away (at least in portrait mode) leaving more room for the music and your screen will not time out until you tap the dots again (or switch apps)
Not free, but very fairly priced.

Android
There are some new apps, but I have not tried them
