No liability shields were included in the final versions of any of the stimulus bills.  Your state might have one; about half of the states have passed them in some way.  I'm sure whether they would apply in this situation would vary greatly from state to state.

I might be totally wrong about this, but, my understanding was that there was a provision in the first stimulus package that prohibited the suing of businesses by employees or customers who contracted covid-19 in that business / by utilizing that business' services. If so, I would think that neither callers nor local dance groups would need liability insurance coverage to cover covid-19 or covid related things.
